Currently if you try to do quests and the commission board in Lion's Arch you are spinning your wheels.
Given that a lot of your server issues is people not advancing through Lion's arch fast enough , you are probably better off making the quests more rewarding or increase respawns so that people can get to level 10 quicker and move onto the nodes. OR make node citizenship available at level 5 to incentivize people to move out quicker.

Honestly, is there any quest worth doing outside of the one the gives you a horse?

The low-level quests are indeed just equivalent to a couple or a few monster kills, rendering the travel time to and fro as the tipping point making their consideration counter-productive. Doing quests is objectively inferior to even the most basic monster farming solo in sub-par spots. They do indeed needs to increase the quest rewards to incentivize taking them, travelling around, and properly engaging.

There was plunder quests first weekend that gave alot of XP however it seems they removed or moved the quest location to get the quests this weekend :P
but yes there need to be more avenues to get XP

All the following need to be look at reward and XP wise
Quests - Probaly need x4-5 the XP (didnt do many so cant comment on item rewards the few i saw where pretty low it seems though)
Commissions (Hunting and gather) probaly character XP increased by 2-3 times
Gathering - 37xp a node (I think tree were 7xp i swear) is nothing when u need 250,000 xp to level at like level 13 this should be increased by like 10 times the current value so 370xp for resources and 70 for tree sicne there common)
Crafting - think i was getting 7xp a craft here.
Processing might be ok if there were faster process times/benches which i think u can get with mayor building) was getting like 2k cp for every 50 items or somethign which seemed ok just long wait time due to craft time and can only do one per bench per city but this might increase when mayor build buildings :P

Is doing quests for the enjoyment, immersion, and story of it not a thing these days, or am I just old? Always about rushing to the end now. I thought MMO's were also meant to be worlds you could get lost in.

Commission quests are from the board in the city. They are your basic kill quests. I started out doing them in the classic "take them all" way. When you don't know where anything is, this is PAINFUL. All you doing is running around a lot and getting very little reward. Literally 30-60 seconds of goblin grinding is better than the reward for one commission quest. Running back to town, getting a new quest, and getting out to the spawn takes 2-5 min by horse, depending on where you are going.

Later on, once I had an idea of what was going on, stopping by the commission board was mildly useful. For example, I decided to gear up and first thing I needed was gremling skin. At that point going to the board and getting the kill gremling quest could be useful. Sadly, the kill gremling quest was bugged. Possibly due to day/night issues.

The quests currently are not great, buggy, and lack meaningful rewards. There’s barely any value to doing them at the moment. Its easier for me to get lost in the world just exploring as the quests right now are super boring. I need quests to actually be fun and engaging to enjoy them.

Also, we all know that most people are slaves to the META. They will eventually default into doing whatever is most effective. So, rewards need to be comparable to other styles of play or else very few people will end up doing them.

I did a lot of testing of the initial kill quests. The area where you got credit for killing them only covered about half the spawn area for many mobs. They did adjust it for the second weekend.

Perhaps the current emphasis is to incentivize group grinding over questing. More in line with performance testing.

There is a main story quest from A1 that did a good job of leveling you up. It's not in A2.
