Floating NPCs

Description
Some NPCs are floating 3-4 meters above the ground. Does not seem to follow a distinct pattern but noticed more often with Minotaurs.

Bug Reproduction Steps
Wander around the Riverlands.

Expected Result
NPCs that don't fly are standing on the ground.

Bug Report - Actual Result
N/A.

    Multiple areas of this around map including minotaurs around Miraleth and oculars and other mobs around carphin.

    The area north of the Tower of Carphin was essentially all flying npcs.
