DirectX End-User Runtime Web Installer
The Microsoft DirectX® End-User Runtime installs a number of runtime libraries from the legacy DirectX SDK for some games that use D3DX9, D3DX10, D3DX11, XAudio 2.7, XInput 1.3, XACT, and/or Managed DirectX 1.1. Note that this package does not modify the DirectX Runtime installed on your Windows OS in any way.

@BroTang So I just follow your link and download and install? I have a farily new computer, a Lenovo Legion gaming vomputer with GTX 4070, so I assume I need the "legacy" package with those "old" files?
Download the installer off the Microsoft Website and run it, once installed just relaunch the game. ( I didnt even have to close the Launcher)

This worked a treat for me, thank you. I had already reinstalled the game twice, so was getting quite despondent... but this fixed it for me, thank you.
