Add an integer setting for minimum level that can be hit by your AoEs

Have an integer setting you can change that allows you to input what the lowest level you want to be able to hit with your AoE is. If you set it to 50, you can only hit level 50s with your AoEs, if you change it to 20 you can hit level 20+s with your AoEs. This means you can decide if you want to be able to hit low levels with your AoE or not so people can't just run around with level 1 alts baiting you into AoE attacking them among a group of higher levels.
