Bug Report - Health/Mana/Stamina regen

Level 9 Ranger. Health Mana and Stamina regen very slow. While sitting In character stats, Healing and regen say 9.3/9.9 per second. But this appears to be going by at approx every 5 seconds.
I loaded in and was going through skill tree having missed XP for Weapon and Stamina and added some bonuses to stamina regen but otherwise nil changes.
Reload into server nil change.

I've found that SWs 1, 8 and 14 are terrible for me, like 1 hp/mana every 5-10 seconds.
While SWs 2, 3 and 10 work just fine.
