Range vs Melee weapons

Folks,
We have two classes whos skills obviously rely on melee weapons - tank on shield and fighter on sword.
However what is the reason to have melee for any other class? Bonuses from both equipped weapons are stacked together, and there is no penalty on using range weapon in close. So I see no reasons to switch the weapons ever.
Am I right thar there is no penalties right now? And there are no reasons to ever use scepeter/whatever for cleric/bard/mage/etc?
Cannot find info in wiki for possible reasons to choose weapon for specific case

melee weapons have a natural cleave attack. afaik only spellbook has a bounce with its attacks. so when you are fighting packs of mobs and need to save mana it might be good to pull out a big ol 2h weapon.
On the flip side you might equip a shield and 1h for increased survivability. It gives armor and passive block chance so it would be good to switch to it if you are being focused in pve or pvp to reduce damage taken and maybe get away or have time for your healer to save you.
