Encountered an event on the weastern side of Carthan. Poked my head in and found was indeed well under level, and got aggroed by a OverGrown Bloomeria 3 star level 16. So I ran north a long way with it teleporting onto me till it finally killed me. Now it is stuck walking home in place.
