Sodden Sailor Plague Vomit

Fought a Sodden Sailor and got a condition I believe was called Infect (It was in the moment). It gave a debuff that seemed to be like 'Lasts 5 seconds and character cannot heal'. It kept resetting sfter as second (possibly linked to Plague Vomit condition) and each time healed me back 20 health. It stopped after about 30 ticks then ran down the 5 seconds and ended.
Doesn't seem like it works as intended. But I couldn't recreate it either.
