Caravan - Unable to purchase/launch

I did an in-game report as well but figured I share here as well. I am unable to purchase/launch already purchased caravans. When I try to do so, it just closed out of all the windows I have open in game. This issue started when I tried to use the Caravan Beacon item. I tried to summon my caravan from New Aela but in the process, the servers went down. Now, when I try to use the item, all it does is say waiting summon and the other have the option to summon. When I try to summon one of those, it just errors out with an error "Item locked." I have deleted the beacon and bought a new one with the same error. So, I am not able to do anything with caravan right now and I have tried to go to New Aela to see if my caravan I was trying to summon was there and it is no longer there.
