Textures are foggy, blurred in motion.

It looks so bad that I can't play. ;-;
I tried to reinstall the game.
I also clicked Repair in the launcher.
Graphic settings were changed to default with no effect.

    I had this same issue and fixed it by changing Super Resolution from Ultra Performance to Balanced.

    It's one of the settings which isn't affected by the Set to Defaults

    This is caused by TAA and upscalers based on TAA. They are glorified blur filters, which we sadly cant disable. This is "modern" gaming where everything from hair, fur, lighting, shadows, foliage and more are undersampled to hell and then they smack TAA on top to blur it out.

    It's not the game, it's TAA.

    Can be mostly fixed by using 4K resolution.

    I'd say most of your graphics settings are actually back to front.

    try super resolution balanced-high quality depending on frame rate...This is where most gohsting/blurry haze is probably coming from.

    AntiAliasing helps reduce jaggies but I like to point out a 3060ti is a low-mid tier...So anything epic or cinematic might asking to much of it even at 1080p resolution.

    Shadow quality hurts fps. Medium is fine.

    the game looks bad below medium Global illumination but grainy above medium- I recommend Medium..

    All settings after that have minimal impact other than Vram usage...

    I would set to the highest and work my way down..
