With the system being as oppressively bad at regenerating mana and health baseline I really think you should just let people sit and rest whenever they want. the caveat being that if you get hit while sitting its an auto crit and makes you stand up. Just like old everquest.
You could make it so that rations cannot be eaten in combat, but sitting would be an important skill for people to use and i dont think its right to be so restrictive with it.

Or just let us sit in combat. This does not negate bards or clerics, it just makes it less miserable for groups that might not have one. Being able to take turns fighting and sitting in a farming spot is quite the nice experience. it gives people a breather that you would otherwise not have in the current system with a good farming spot since you will be stuck in combat the entire time. All it takes is one party member in a fight to mark everyone in the party for combat.
Although they would have to be careful it doesn't turn into a regen server tick prediction to sit at the exact time for the smallest time possible and gain full benefit.
