Option to have a targeted AOE centered around the target?

Would it be possible to have a toggle option to drop a targettable AOE on a targetted target? IE if I cast Hoarfrost w/o a target, I get the reticle to place it, if I have a target & that toggle on, it is cast centered on the current target.
