The skill will never be skilled into.
For PvE it's way to short to "CC" something big.
For PvP it's way to easy to miss in a 1vX
For PvP in a XvX it's way to useless with others waking up all targets with a swing of a sword.
I wish for something cooler like : Turn to Stone, or Mass Mind Destruction (wander aimless or interchange movement keys of players). But maybe it will be cooler with Sub-Archetype.

Useful in groups when your tank is metaphorically sleeping and a ranged mob is whacking the group.
I do agree it's not long enough to be especially useful in an organized group. Maybe there could be a node in the skill tree to make its duration longer.
NPC casting a bad spell, say corrupt sacrifice, mino whirlwind, black lung, then slumber it to interrupt the spell cast.
You see a enemy cleric rezzing, slumber. You see a Ranger charging up? slumber. you see a bard, barding, slumber.
Is a good spell for separating mobs and spell interrupt/control.

It's a 2 second cast, most big spells you want to interrupt are also 2 seconds casts like the Firestarter's Flame Throw ability. It's rarely a good interrupt unless it's on a channeled effect like the Flayer's whirlwind.
