Started game download in launcher.
Option "Enable Download Limiter" is unchecked.
Soon after initialization download all other applications like telegram, browser etc lost their connection.
Once I turned on "Enable Download Limiter" and set it to 16384 KB/s (out of 20480 KB/s available from provider) other than launcher apps got connection.
