More counter play to camouflage (and stealth eventually)?

This might be a hot-button issue for some, usually is. After seeing it in-game and after playing other games with stealth, I think it needs more counterplay. To be clear I don't blame the guy for using tools given to him. Here is the scenario:
We were at war with a guild. One enemy player camos around town and jumps any weak guildie. He immediately camos and runs off. We have no way to respond in time. It could take 5+ players to watch one town because 1 other player has stealth. He just avoids our high-level players. I don't believe guards are expected to help because it's a guild war.
I believe a mage has some kind of counter to this. Something about being in the range of a stealth player. That's nice if they are in the area. I'd like to see a more general counter play though.
You can't just easily bust stealth but it seems unreasonable to deal with in its current state to me.
One random example I enjoyed in another game. There was a skill anyone could use. You throw an AoE in a direction. It reveals and stuns anyone invisible in the AoE. You have to make good predictions on the enemy's location because it was very expensive. Maybe not the best solution for this game though.
Maybe something more suitable for this game is a torch off-hand? Reveals enemies in a 10m range or something. It would be a generally weak offhand, gimping you overall but having a niche use.
Just brainstorming ideas. Mainly wanted to give one man's opinion that camo is powerful and hard to counter atm.

You can actually see the camouflaged ranger, just can't target him. Currently, there is an extremely high chance you will see their weapon as they're not under the effect of camo most of the time.
Female characters have completely broken camos and the skill won't even camouflage them. Mobs do not care for camouflage and attack you as normal, they also target you as normal.
There is also a 50-50 chance whether you can still target a camouflaged player or not.
I like your torch idea though. As I see it, camouflage could be influenced by time of day, night, seasons and locations as well. For example, during the night, it should pretty much be near true stealth, countered well by torches and having less effect when exposed to light. Likewise, camouflage should turn into true stealth in very dark areas.
Obviously rogue+rogue has true stealth regardless of environment.
Btw, camouflage has a 1min CD that starts after it's turned off, so after attacking. It's impossible to kill someone and immediately re-camo.
Mobs do not care for camo at all, it works about 50% of the time for players and sometimes it breaks when you sprint; sometimes it doesnt. Sometimes you just get popped out of camo for no reason whatsoever.

That's interesting to think of. If that was true, it would still be a good ability. Action Combat is difficult for most people. So as long as you are moving around it should be okay. Also it should prevent "charge" abilities and other abilities that do require a target. If they're untargettable then it would be the same as trying to cast Fireball at a tree. Will it work?
