Quest completions/turn-ins bugged?

Good morning AoC Devs!
The past two weekends I found I could not do any turn-ins for quest completions, even for the most trivial of quests, to a point where I am unable to complete the newcomer attunement quest with the officials. I have obviously restarted the game, rebooted, etc., to no avail.
Is this something that is a known bug that will be addressed, or is there something corrupted with my character specifically?
