I played a game back in like 2008 called Perfect World which had PvP servers and PvE servers. I played on the PvP servers and it was an absolute blast. The way it worked was:
- Safe zones - Major cities/villages/towns/most places that had quest NPCs were safe. You couldn't get ganked while trying to turn in a quest. If someone started attacking you while you were grinding mobs for a quest and you weren't in the mood, you could just apply some buffs and try to run back to the nearest safe area before they killed you.
- Level limits - You couldn't be attacked OR attack other players until lvl 30 (lvl cap was 100). IMO this is a great mechanic because it ensures that new players who are still trying to level and get the hang of the game aren't just getting deleted every 3 seconds. IMO you shouldn't be subjected to not being able to quest because you're lvl 10 and only have 2 abilities and can't even keep yourself alive in a fight yet.
It's been decades but iirc even after you hit lvl 30 there was some limitations in place that prevented a lvl 100 player from one-shotting a lvl 30 player who just hit the pvp cap. I want to say that if you were X number of levels above the other player you couldn't attack them or something. Like a lvl 80 player couldn't attack a lvl 30 because the level difference was too high? Pretty sure that was it. From what I remember once you were like lvl 80+ max level players were now a threat to you. This made for some exciting gameplay, because they would view you as an easy target but if you knew how to play your class you could stay alive and escape.
I hope AoC pvp will be equally as fun. I remember trying to quest on PW and getting ganked by some rando, only for my guildmates to all descend on the location fast af and kill the PKer for me and I did the same when I was higher level. A lot of times if someone was PKing low lvl players you could post in Global chat about it and people would rush the location because the PKers name would be red and you'd get stuff for killing them. It was honestly one of the most fun parts of the game and created some fond MMO memories
