Right Click is Very Unresponsive

I don't want to have to use action mode to be able to look around but my right click is barely registering. I can hold it down and it's like it is skipping as it randomly registers for part of a second and then fails and then registers again.
I have tried disabling all windows mouse modifications and I have recalibrated using Razer software and tried all available polling rates to no success. I have tried with and without vsync, windowed, FS, W FS, etc. Nothing is helping.
Not sure how to troubleshoot from here but it makes the game totally unplayable for me.
