While Tank's primary purpose is tanking, from what is said that the tank will have the option to dps with a two-hand weapon.
As of right now, Tanks skills have threat generation. This prevents tanks from taking a DPS role. An easy fix for this would be to have Tank's skills only generate threat generation, with skill attacks with a two-hand weapon not generating threat, with some skills that generate threat during sword and shield will lower threat while a two-hand weapon is used by the tank.
Given archetypes can switch weapons, this would allow Tanks to toggle between threat generation and threat mitigation on the fly.
This very important for tanks, especially in raid guilds.
There will be situations where raid guild has too many tanks to tank, so tanks can have a dps option.
This will also allow for tank hand handoffs, such as went a tank is taking too many debuffs from a raid boss. Another tank switches from two-hand to sword and shield to start threat generation, while the first tank backs off. This happens in a number of different types of boss fights.
In addition, the way the Tank's skills are. Some skills are either direct to one target for more damage, or area of effect with less damage to several targets. This toggle would allow for raid situations where a tank with an aoe build can be dps, until a mob in a boss fight is summon, then that tank switches to sword and shield to generate threat as the tank pick up the mobs, while the main tank is still fighting the raid boss. When the mob is dead, the aoe tank switches back to two-hand weapon dps.
You can see how this shield toggle option could be very useful and offer a lot of options for group dynamics and tactics.
