Dissonance Toggle

Please make dissonance a toggled ability. Right now with instant respects it's easy to simply remove it from your bar, but in the future the fact that I might proc free dissonant notes in a dangerous situation can lead to party wipes. I'd rather not have to active dance around what aabilities I need to use by swapping melodies (but is also currently a way around it too)
