Region Lock

Sense this is all about testing, how about testing the region lock features. Would be kinda sad if people made friends and were never able to play with them down the road. Let's start implementing it now so it doesn't create any chaos later down the road, even if the servers aren't located in their perspective areas I think there should be ones for South America, North America, EU and OCE based on the currency used for their packs
