Is there a pre-req needed to access node warehouses?

I don't seem to have any access, i also skipped many quests, i got my horse and got to grinding.

    Never mind, i simply abandoned all quests, and when i spoke to him instead of the "do you have my delivery" dialog, i could just access my warehouse.
