I have not heard of any pvp protection for citizenship so if you could not target the player (other poster stated they got an 'invalid target') and they were not level 5 or below in a start zone, not someone that rezz'd in the last minute at an emberspring, and not someone in your guild or party, I would submit a bug.

Not in guild - and I had to march quite a bit to get back so im sure it wasn't my res timer. The other instance the guy was our level 12 or 13, I could attack him but my friend who was of the same node could not, but he could attack the other guy that was with him.
