Pvp and combat testing

With recent changes to how being part of the same node or guild makes it so you cant fight eachother anymore in the open world, combat testing has become a lot harder.
To practice pvp after these changes, some of us initially just renounced citizenship and left the clan. This worked but is obviously not ideal. We then figured out that guildwar status takes precedence over citizenship status, so we then just made 2 guilds and wardeced eachother, then swap members around as needed.
Our second solution only works now because the guildwars are bugged and leaving clan has 0 cooldown or repercussions.
If in future tests a cooldown timer for leaving/joining guilds is implemented, were basically shit out of luck when it comes to inhouse pvp and combat testing unless we play clanless and nodeless, which is less then ideal
Practicing pvp within your own group is super common, i hope intrepid can keep this in mind with future updates, and makes this possible without hampering your gameplay completely in other areas of the game.

Have we received clarification that not being able to attack someone that has citizenship to the same node is intended and not a bug?
