[Bug/Exploit] Still able to grief Player inside City (flagged) and not getting attacked by guards

1. Climb onto the Watchtowers on any citys entrance
2. ALT + F, start attacking other players that are not flagged inside the city within your range (35meter, in range of storage in Halcyon/Miraleth Node Layout
3. Your opponent loses health, you are flagged and the guards ignore you because you LoS them
4. If you did not kill (so you are not corrupted) you just wait until your PvP flagging runs out and jump down

NOT tested, but: This could also be possible on Rooftops inside the city. Very easy to climb those, so you might be able to harass the marketplace and make a fool of the Guards down there.
