Do we need "Parry" damage mitigation mechanic on the top of "Block" and "Evasion"?

For those of us who like the 2 handed, and duellist style tank playstyles?
I would like to see tank being more than a shield class, but also a good start for a bruiser and duellist (think Aldori Defender from Pathfinder) playstyles, without a shield.

I suggested Tanks could get a shield bash every 3rd consecutive block as part of their kit. with a accumulative %damage reduction (dampening) for every successful block
these 2 changes alone would put way more value on active blocking and combat feel.

I was under the assumption you were talking about active defenses rather than passive, given a parry is generally understood as a timing-based defensive action.
Makes it easier to talk about in that case, though. We absolutely don't need parry as a passive stat.
Were they single player games?
Because the idea is cool, but with network latency being all over the place depending on the users (their geographical location, their type of internet connection, etc), it feels like it wouldn't be hard to ensure everybody can use it. Latencies between 50 to 200 ms can be quite normal and common across a playerbase - and I'm excluding pathological case and instances where people are lagging badly.
If your timing window for a response/parry is 0.5 seconds, people on 200 ms latency have half the window of people on 50 ms, and as soon as you lag a bit when you start at 200 ms you basically can't parry.
