Unable to respec skill points - only on cleric

in Cleric Archetype
Has anyone had the issue where they are not able to respec? No matter what I do, 'Confirm Choices' is not highlighted.

    I respeced last week as a cleric, worked.

    progressing to next level allowed me to fully respec. bug reported.
