Mobs not dropping loot if too low level for EXP gain.

Pretty strait forward, I was killing some mobs and noticed I wasn't gaining experience, and eventually settled on the fact I was too high level to gain experience from them. This is pretty standard.
However, I also noticed I am no longer receiving ANY loot from mobs that are too low level to get experience from. Is this intended? Obviously I'm not spending a ton of time grinding low level mobs, but it seems like if I wanted some specific item from a lower level mob, say for tradeskilling or whatever, I should be able to grind it out if that's how I want to spend my time.

agree. it seems a bit ridiculous. I was watching a yt video for farming droppings where he was making a new char so that he could stay low level enough to be able to farm the entry level grems. we need soooo many materials for leveling artisan skills, it doesn't seem ethical to nerf the loot drops like this. I get that it's a grindy game but we shouldn't have to make throwaway characters to be able to get the materials we need.

IRC Steven mentioned on the interview with Thor that its a bug.
Currently drops are linked to XP, which is linked to level difference. This came to light when they nerfed the PvE grinding via raids in first weekend.
