Ashes of Creation fails to launch with Steam overlay - Unexpected error. (0xC0020015)

Hey, I was trying to get the Steam overlay to work, but I couldn't figure it out, seems like something is broken.
Steps to reproduce:
1. Add Ashes of Creation launcher in Steam as a non-Steam game
2. Start the launcher through Steam
3. Log in with the launcher
4. Click Launch game
Expected result:
Ashes launches successfully with working Steam overlay
Actual result:
Ashes launches as a black screen, with an additional window saying "Launch Error" and an error code (attaching screenshot here as well). Interesting side note, the "Exit" button on this error window does not seem to have any effect, the game needs to be killed through task manager at this point.

Why?
Why would someone do this?
My friend, that's not what this bug report is about. Steven is saying Ashes will not be on the Steam store, this bug report is about using the Steam overlay (for example, for gameplay recordings, note taking, etc). The Steam overlay is a separate thing from the Steam store.
Main reason nowadays is probably the instant replay feature - something cool happens in the game? Clip it. It's like nvidia shadowplay basically.
