I don't think you should change inherent class balance as part of a pvp penalty. I do have a related question, though - does stealth remove your tab target selection of the person who stealthed when they stealth? 1. Select enemy player 2. Enemy player uses stealth 3. ??? Does it clear your selection target of them? I think that might be a cool feature of stealth mechanic for pvp
