Spellswords seem weaker than they should be

I'm a bard using a great spellsword, not a conventional setup I admit, but I noticed the greatsword's bleed finisher proc seems to scale off of physical power, making it useless on magic power-based archetypes. This is unfortunate because it essentially translates to strictly worse DPS potential in my opinion, unless I'm completely missing the point and it doesn't even scale off of physical power!

Has anyone else used a spellsword or a great spellsword, maybe on a mage or cleric, and noticed the same? Is this intended, or would it be cool if it scaled off of whichever is higher, physical or magical for example?

    All "spell" weapons, including melee should have their damage, effects and attack speed based of the magic power rating and magic casting speed stats, and that doesn't seem to be true for all stats.
