So after all the things i have tried even from reinstalling the game I finally found something that worked and let me connect to the launcher. I had to go into my registery a remove webview2 completely and reinstall it with bootstrap. Once i did this i reinstalled the launcher and it now connects and i am patching the game. Down below is the step by step on how to do so... i am not super tech savy so do this at your own risk like i did.
1. Press WinKey+r, type regedit, and press Enter to open the Registry Editor.
Click Yes if you receive a elevated prompt from 'User Account Control'.
2. Select and copy below string (Ctrl+c) 1
HKLM\SOFTWARE\WOW6432Node\Microsoft\EdgeUpdate\Clients\{F3017226-FE2A-4295-8BDF-00C3A9A7E4C5}
3. Go to Registry Editor address bar, clear it, paste above string and press Enter.
4. Right-click the key {F3017226-FE2A-4295-8BDF-00C3A9A7E4C5} and choose Export.
5. Export the WebView2 registry key.
6. Save the registry file to some place that you'll remember, such desktop ect
7. Now delete the key and try running the bootstrap installer again.
