Clever Retort eating an additional charge of an ability if timed correctly

So let's say you Clever Retort a bard who used Quick wit and had 2 charges, his 2nd charge would be consumed.
This is also true when silencing their flourish mid way, it would eat the 2nd charge.
Got a Cleric with Mend, if timed correctly, it would consume an additional charge.
We do not believe this is intentional.

Upon using a skill that applies silence against a character casting a skill that has multiple charges one extra stack of the skill that got silenced/cancelled midway is consumed.
Bug reproduction steps
1. Both characters are force flagged
2. In Voice chat one person counts down 3,2,1 go.
3. One character [Bard, Cleric] casts a skill that has charges at maximum (Quick Wit with endless jest & Flourish is what were tested for this, Soothing Glow along with Mend with Plentiful Mend)
4. The second bard casts Clever Retort to silence the skill while it is casting
5. Upon success with the timing window the skills went onto cooldown, while also consuming one additional stack that was not used in the test(flourish stopped it's travel upon being silenced while quick wit finished casting for both the heal and the tomato, Soothing Glow finished the animation and took additional stack while mend finished animation and took additional stack)
The expected result was the skill being cancelled mid flight for Flourish. It did cancel the travel distance as expected
The actual result was that after testing with a cleric it is only one additional stack is being consumed even though the skill was not used multiple times. It is likely that all skills with a cast time and charges would be effected by this bug if the timing was hit correctly.
