Range weapon basic attacks are not scaling properly

So as shown in the picture. These are the basic attacks of both weapons and not in the picture I also did Short bow.
Book and Short bow do roughly the same amount of basic attack damage even with -100 Physical Power Rating from the Shortbow.
All skills seem to scale properly from the weapons based on the rating number to normal damage i see from "Snipe" but as shown Longbow basics do almost just as much from bleed while my basics from the book do 1/3 of "Snipe" or 1/2 of "Headshot" skill damage.
As far as skill trees for weapons. Nothing made a difference, Spec'd or un-spec'd
