Perfect Timing Proc? (Book/Wand)

Has anyone actually seen Perfect Timing proc and work correctly?
I"m reasonably sure the animation where I stick my hand up in the air and the book spins around me is the deadly excended finisher that's supposed to proc it but it doesn't seem to appear.
I'm not sure if the Perfect Timing proc simply isn't working at all, or if isn't just not working with my skills (Intimidating Aura and a few other Tank skills)

Perfect Timing works ok-ish with a wand. It never seems to proc from a spellbook.
There's also a known bug that causes finishers from carious weapons you have skills in proc even though don't have the weapon equipped. For instance, my bard uses greatsword and wand, but I'm still getting shortbow procs I got up while leveling. Those finishers seem to be drawing from the same pool and are exclusive with each other. If you have skills in different weapons, getting Perfect Timing may be rare occurrence.

I'm aware of the cross-weapon proc bug and I'm not concerned about this. (my main is a bard who has trained literally every weapon and it gets stupid quick)
I'm attempting to proc it while attacking with the book, and it doesn't appear to be working.
I'll try levelling a wand to see if I can get perfect timing to proc properly with my tank skills. If I can get it to work with a wand I can then isolate it to just the book issue.
