Game Hogging System Resources AGAIN

I just wanted to post this here, because I know others have said they have the same problem.
Basically, whenever I tried to play AoC, it would consume any remaining CPU and RAM resources while the GPU was barely touched. CPU and RAM were constantly pushed to 100% while GPU was maybe in the 40%s. This made the game near unplayable.
Settings were changed in BIOS, drivers (and Windows (10)), everything was updated. I only use Windows' antivirus, but turned that off, too. Graphics were set to Medium despite having an RTX 3080 Ti. I even deleted the process DSAService from my computer that suddenly decided to join in the resource hogging after working normal since...Windows 10, really. It's like a body's appendix or something.
Nothing worked.
By chance, I found the solution: my computer was trying to process 258 FPS, meaning that it was bottlenecking all my CPU and RAM trying to get all the frames through, and the GPU had nothing to do because it was only getting a trickle of information through.
Now I know AoC's basic video controls have a place to limit frames, but to me, it's always greyed out, and I finally decided to figure out what was gatekeeping the feature. Apparently, the "Frame Generation" and the tick box to Enable Frame Limit was coded in such a way that only RTX 40s and 50s have the hardware to process it. (I'm unsure if AMD has this same problem)
So I needed some way to limit framerates elsewhere. This website gives a good step-by-step of what to do https://www.howtogeek.com/509097/how-to-set-a-maximum-frame-rate-in-nvidias-drivers/
but the process is pretty easy. Right click your desktop, select NVidia Control Panel, click "Manage 3d Settings" on the left, select the "Global Settings" tab on the right, scroll down to "Max Frame Rate", and set it to whatever you want. Personally 60 was enough for me.
With that setting changed, I was able to run Ultra graphics and not have anything reach 100 degrees and catch fire or something.
So essentially, the first time I had this problem, my CPU and RAM would be maxed out by AoC consuming any remaining resources, with GPU in the 10% area. It turned out that because I do not have the hardware required to adjust my frame rate in game, my system was trying to process around 258 fps. Using nVidia software, I was able to cap the fps to 60, and this fixed the problem. I was able to run graphics on Ultra and not incur additional system consumption or overheating.
Upon logging in today, though, resource consumption was right back where it was prior to the previous fix. I checked, and my fps are still currently capped at 60, so that no longer seems to be the problem, though it seems related. Even on low graphics, the CPU always goes to 100% if I move, especially near procedural objects (trees bushes, etc) or populated areas.
Of course, after writing that, CPU and RAM are in the 60% - 70% range on Low graphics setting, and none of my components are on fire. Yet. GPU sits around 6% It is currently night, though, so I will wait for day to truly test this. Currently, Medium settings had CPU and RAM at high 70%s, but CPU would go to 100% in highly populated areas, GPU @ 11%.
Daytime in populous area with graphics at Low, sees CPU at 70% - 100%%, RAM @ 77%, GPU at 2%.So e
Medium graphics settings sees CPU at 85% - 100%, RAM at 78%, GPU at 3% while running in and out of populated areas. Temperatures reach 95+ degrees at times.
High graphics quality in populated areas saw CPU@ 90%-100%, RAM@ 79%, GPU@ 5%.
Ultra graphics settings sees CPU@ 90% - 100% with chugging, RAM at 80%, GPU at 15%.
So once again, some process or setting is running so high in game that it's at times completely bottlenecking the CPU. And while high, RAM seems to stay at a steading number. GPU is not utilized on any graphics settings.
I will work to find a solution to the high CPU usage and temps.
