Elemental empowerment => AoE finishers

So I just read in the starting guide on Codex that Elemental Empowerment turns all finishers into AoE. Is that accurate? I always assumed it was the book that screw me over. I've never used a wand before, so i'm really curious now.
The spellbow never triggered AoE, but maybe that just doesn't work with Elemental Empowerment.
