Shock debuff

Currently, we have 2 passives that play off the Shock debuff, Fuse and Shattering Shards.
Lightning Strike applies 5 + 10 if you have improved LS.
Those 15 stacks get eaten up faster than you can cast Frostbolt in most cases.
Right now, if you Lightning Strike a target that is Frozen for 4 seconds or for up to 2 seconds after being Frozen, it procs Shatter. Perhaps we can add a similar characteristic to the Shock debuff to allow Fuse/Shards to proc if the target was recently shocked?
