Mayor flying mounts and phase 2

So since only intended mayor of R6 metro nodes get access to flying mounts for phase 2 i think we should try and imitate this and have only mayor or t4 nodes access to flying mounts.
i think it makes sense for test purposes aswell as it can create more friction between R3 and R4 nodes with the vassal system.

Also consider removing the ability to fly (keep the gliding however) with these mount when u have items in your material tab, the advantage of this as an errand boy it to substantial when it comes to gathering and transporting resources between nodes. its noticable how much resource u can gather when u know a mayor is also gathering at the same time pretty much barren lands when mayors are gathering :P
