Issue is to avoid being flagged, by accident, in highly contested areas would be suicide if it is not your exact ash pile. Imagine getting back after rezzing and once your enemies see you get flagged, they will take full advantage in the case of robbing anothers ashes if you grab in a rush, thinking its yours. At least make a different light effect for ones own ash pile versus others. All mechanics and reasonings for situations here would still be intact, and eliminate accidents that benefit competitors and allow those who steal others be flagged appropriately.
