Give a way to get revenge on someone PKilling you as a non-combattant to avoid corrupt-exploit

In Ultima Online, everybody that participated in killing an innocent got a murder count. Feels like everyone participating in a gank should get some penalty.
Right now 10 people can gank you, and only one gets corruption, who they can kill and give back the loot instantly. Feels way too easy to dodge any consequence. On top of that, you have no way to get retribution.
Suggestion: if you PK someone, that person now has a "vendetta" attack against you they can use within a set amount of days/weeks to attack and kill you without going corrupt. The killer also has a list of on-going vendettas against them to keep track of. That way they cannot dodge the consequences like described above.
