Has an XP Buff for Alts Been Suggested?

I did a search and didn't readily find anything on this topic? What are everyone's thoughts on getting a small XP bonus for the highest level character you already have on a server? Or maybe a +1% increase for every max level character you have on a server?
What are the potential drawbacks of incentivizing players to level Alts? Does having that 5 Character limit sufficiently regulate someone's ability to create spy characters (multiple accounts not withstanding), or is that something we even want? If we are only given 5 character slots per server, to me it seems like each character must be intentional in it's purpose. Whether that purpose is to have 5 different sources of intel on your server, to have access to every Artisanship, or to satisfy your need for switching up gameplay.
I think it would be a nice gift for the time commitment many of us make to these types of games.
