Charm of Fateful Fortune - where to get it?

Not sure about other crafting professions, but Arcane Engineering, for a Novice Enchanting Charm, one of the ingredients is a Charm of Fateful Fortune. I've never heard of this item before just starting Arc.Eng. just now. Is it a drop from mobs? If so, what mobs drop it? I have never seen this item in game yet.
