Simple Help/Harm and modifier conditionals really can't be that difficult to implement without allowing botting/cheating to take place? Apart from that, it's not a skill ceiling issue, it's just a matter of convenience to have a target conditional for help/harm spells. Healers shouldn't be forced to have a separate set of rotational buttons and action bar space for dmg and healing.
