If they are holding back things that need to be tested and only letting their in-house test it, this is a recipe for disaster. Their in-house testers are pretty garbage considering the state we got the game in p1 and now p2.

There are benefits, sometimes, to iterating faster with known 'broken' things or unfinished things. Don't blame the testers or technically even the Devs for 'the state of a release', please, that's maybe going too far, even if the current iteration is frustrating. It genuinely does 'hurt' and it hurts moreso because they are 'powerless' a lot of the time and yet still feel responsible. And trust me, you don't want them to give up on even feeling responsible.
