Caravans

So about an hour prior to posting this Thor on stream orchestrated an Actual Pirates raid on a few caravans and was watching the Global Chat lose it's mind.
There was a claim that one or some of the caravans hit were caravans formed ala the introductory quest to teach users the system. I don't know the validity of the claim but it does bring up a question to pose: How can the devs protect against that specific case? Somebodys being pub-stomped by a de-facto controller of a server I doubt is the intended initial experience when teaching a new system to players, even for a social sandbox game.
Perhaps the quest in question goes through spawning a specific caravan and then actually have specific NPCs spawn in to attack that caravan so that new players learn the escort and defense nature of the caravan and risk?
Maybe go as far as having it be a unique color so players see that it is the "newbie caravan" so when players can't attack it they don't also submit false bug reports that they cannot attack certain caravans?
