Lionhold needs a 0-10 (max) marketplace for new players

Currently, by the time most players get involved with a node they will be 10+. This means that all the sub 10 gear is basically just vendor trash. (No one is going to buy it on node marketplaces as they will be higher lvl). I think it would be better to have a sub level 10 (max lvl gear requirement) marketplace in Lionhold so we can offload gear onto new players who can use it. It will also introduce new players to marketplaces.
