Mages can CC non flagged players? Why?

So didn't the devs say you are not able to CC non flagged players? Then why can mages run up and sleep me while I am trying to gather something?

    There are many bugs with corruption, flagging, and other mechanics atm. /bug it and provide details. They
    are aware of it, but every report helps push the issue to get fixed.

    CC skills can not be used once you are corrupted. You only go corrupted when you kill someone. This is an opened world PvP game so you can attack anyone at any time. Right down to CC skills and will not flag till you do a killing blow. This is where the offenders are playing with in the rules. The mobs killed you, not the person who CCed you. Addressing this could have deep impact on how the game is played. Steven needs to be careful on this matter.
