Stuck at 75%

The first time I try to get into the game. My loading screen starts at 75% and stays there for many minutes. Eventually it gives me the Failed to Retrieve Character List error and the game closes. When I launch again, I can usually get in without issue. Also, I've found out that my character is apparently in game while I'm stuck at 75%.
