Respawning of materials every 4 hours

So currently when you have found yourself a nice legendary willow tree you chop the tree, remember the location and come back after 4 hours to chop the same legendary tree until it depledes after 24 hours. (or after 6 times, not sure)
Knowing this if you are a serious player you are forced to scout for legendary materials during 2-5 am so you can spawn camp the legendaries during the day, leaving nothing for the casual players.
Is this really how we want the system to work?
I think to make the system better would be to implement to following:
1. Don't let resources respawn exactly every 4 hours, make it a random time between 1-4 hours.
2. Deplete Legendary materials after 1 time of gathering it.
3. Respawn materials in random locations (This might be harder to implement and may not be needed if above two are implemented)
I would love to bring this up for discussion with the mods and the community, the way gathering feels right now is just spawncamping while it could be so much better.

The current way mining resources are spawned in clusters, with T2-T3 resources often blocking spawn of T1 is also deeply flawed.
